There is a grassroots campaign underway by members to compel the President General to call a Special Meeting according to Article VIII, Section 7 of the NSDAR National Bylaws. This Special Meeting shall be called at the request of thirty chapters in ten states. The anticipated date of the Special Meeting is October 11, 2026 – this is the 136th anniversary of the DAR and falls within the bisesquicentennial birth of America!
At this Special Meeting, the Daughters will vote on a Resolution that will once and for all, define a woman and codify the eligibility requirements for membership in the DAR, explicitly excluding men who self-identify as women. The Resolution reads:
Whereas, Robert’s Rules of Order, the adopted parliamentary authority of DAR, prescribes that the interpretation of a bylaw provision “should be in accordance with the intention of the society at the time the bylaw was adopted;”
Whereas, Robert’s Rules of Order provides that, in the case of interpreting a bylaw provision, “a majority vote is all that is required to decide the question;”
Whereas, Robert’s Rules of Order provides that “When the meaning is clear, however, the society, even by a unanimous vote, cannot change that meaning except by amending its bylaws;”
Whereas, the eligibility requirement that a member of DAR must be a woman was established in the Constitution and Bylaws of DAR, adopted in 1890;
Whereas, DAR was incorporated by the Fifty-fourth Congress of the United States of America on February 20, 1896; and
Whereas, Robert’s Rules of Order provides that “… the society’s assembly can give the board instructions which it must carry out …” and “… no action of the board can alter or conflict with any decision made by the assembly of the society… ;” now, therefore, be it
Resolved, That in Article III, Section 1 of the Bylaws, the term “woman” shall be understood to clearly mean a woman who was born female, and therefore, individuals who were born male shall not be eligible for membership; transgender women shall not be eligible for membership; and men who have their birth certificates changed from male to female shall not be eligible for membership;
Resolved, That the National Board of Management, the Executive Committee, the Officers, and all other individuals and bodies acting on behalf of DAR shall immediately adhere to this understanding of the Bylaws in regard to the meaning of the word “woman” and in regard to the application of the Bylaws;
Resolved, That the National Board of Management, the Executive Committee, the Officers, and all other individuals and bodies acting on behalf of DAR shall be prohibited from applying any different meaning to the word “woman” in regard to applying the rules set forth in the Bylaws; and
Resolved, That anywhere the term “woman” appears in the rules of DAR it shall be understood to have the same clear meaning as set forth in the first resolved clause of this resolution, and the application of any rule shall be in accordance with this understanding of the meaning of the word “woman.”
What do we need donations for?
Once the Special Meeting is called we will need to have funds available to retain Tim Wynn, PRP in his continued guidance leading up to the Special Meeting. Mr. Wynn will help us
- Prepare scripts for use during the Special Meeting
- Prepare Parliamentary Strategy for members to efficiently exercise their rights in accordance with the rules
- Consult on members’ rights and the proper application of the rules
- Draft Parliamentary documents as needed
- Travel to and from meeting site
- Prepare members before meeting
- Be available for consultation during the Special Meeting
Tim Wynn is president of Perfect Rules Inc., a parliamentary consulting company he founded with his brother Todd. He has received the highest credential awarded by the National Association of Parliamentarians, having attained the designation of Professional Registered Parliamentarian, which is bestowed only upon those who have demonstrated the highest levels of prowess in Teaching, Presiding, Opinion Writing, and serving as Meeting Parliamentarian. He serves many national and international organizations around the country and currently serves as the Head Parliamentarian for the United States Conference of Mayors and has served two consecutive terms as Parliamentarian of the Biennium for the National Association of Parliamentarians (the parliamentarians’ parliamentarian).

In addition to raising funds for Mr. Wynn we hope to raise funds to help offset costs for members to be able to travel to Washington D.C. for the meeting who might not otherwise afford to go.
