Robert’s Rules of Order says:
When a member of a constituent unit has accepted election as a delegate, he has the obligation to attend the convention, with such expense allowance as the unit may provide; she should not leave it to an alternate to serve in her place except for serious reason. At the convention, the delegate has the duty to be present at the business meetings, and to be prepared on returning from the convention to present to her unit an information report of what transpired. A delegate is free to vote as she sees fit on questions at the convention, except as her constituent unit may have instructed her in regard to particular matters scheduled for consideration. RONR (12th ed.) 58:18

Members may want to consider calling a special chapter meeting prior to Continental Congress to hold this vote.
Resolution for DAR Chapter
Whereas, Robert’s Rules of Order, the adopted parliamentary authority of DAR, prescribes that “…the delegation is in effect a committee to represent and act at the convention for the constituent society or unit that chose it;” and
Whereas, Robert’s Rules of Order, the adopted parliamentary authority of DAR, prescribes that “… a constituent society or unit can instruct its delegation … Such instructions, for example, frequently require a delegation to take a position for or against a measure expected to come before the convention, or to vote for certain candidates;” now, therefore, be it
Resolved, That the delegates are hereby instructed to vote in favor of the Resolution determining the meaning of the word “woman” as the Resolution was originally drafted and submitted, specifically that the word “woman” as it appears in the Bylaws shall be understood to have the same clear meaning as it had when DAR was founded, referring to a biological female, and that this meaning shall be used throughout DAR to determine membership eligibility;
Resolved, That if a delegate speaks to the Resolution in debate, the delegate shall speak in favor of its adoption, on behalf of the chapter, in alignment with its original spirit and intent, as described above;
Resolved, That, if amendments are proposed to the Resolution, delegates are hereby instructed to vote in alignment with the original spirit and intent of the Resolution, as described above;
Resolved, That, if the Resolution is amended, the delegates are hereby instructed to vote in alignment with the original spirit and intent of the Resolution, as described above, and if the Resolution is amended in a way that renders it contrary to its original purpose, the delegates are instructed to vote against the contrary version; and
Resolved, That, if a delegate is not willing or able to faithfully perform this duty on behalf of the chapter that elected her, she should step down from the position of delegate.
